The issue in this case is whether the grievant is entitled to pay for time spent seeking medical treatment on his designated holiday. The grievant, in this case, reported to work as scheduled on a designated holiday. After approximately 1 1/2 hours, he sought and received permission to seek private medical treatment for a non-job related illness. He returned to duty after 3 1/2 hours and ended his tour as scheduled. The Union claims that under the provisions of Section 519.6 of the Employee and Labor Relations Manual, the grievant is entitled to compensation for time spent seeking medical treatment. It is our position that the grievant is not entitled to compensation for the period in question. Section 519.6 of the ELM is clearly identified as pertaining to on-the-job injuries and illnesses.
