The issue in this grievance is whether or not management violates Article VIII of the National Agreement by working employees outside of their normal schedule without payment of overtime. In this case, a Form 3189 request for Temporary Schedule Change for Convenience was on file. I do not consider this grievance to be interpretive, however, my response is required. I am amazed by this grievance. The employee wrote her Local Union President a letter dated May 29, 1980 which reads: 'For my own convenience, I have requested for a temporary change in my regular schedule. I have followed the procedures for this request but am being denied by my shop steward, his signature on PS Form 3189. Notice form below.' The Union President on May 29, 1980 signed the form.
