The grievance is sustained. There is no provision in Article XV or Article XVII, which denies the right of a steward to process his own grievance in Step 1 or Step 2,a. We are directing that the Memorandum re: Grievance Procedure, dated June 12, 1972, from John F. Pete, Personnel Assistant, Ithaca, New York, be amended to conform with this decision.
