Arbitrator Linda Byars denied the APWU's grievance challenging the Postal Service's regulations and implementing instructions for the administrative inspection of vehicles entering non-public areas of postal property. Specifically, she found that the regulations and the implementing instructions do not violate the National Agreement (Article 20, Parking) which "recognizes the Postal Service's responsibility and right to 'take reasonable steps, based on the specific needs of the individual location, to safeguard employee security.'"
