This USPS Step 4 Decision outlines Management's position on whether management violated Article 1.6 of the National Agreement.  The Union contended that an Associate Training and Development Specialist, EAS-14 performed eighty hours of bargaining unit work that should have been performed by a Training Technician, PEDC, PS-6.  The Postal Service determined that the grievance file showed that management was not performing work that was exclusively bargaining unit work, and that even if management were performing bargaining unit work, this type of activity is specifically excepted by Article 1.6.A.2 of the National Agreement. It was the position of the Postal Service that the language of Article 1.6 limits the performance of bargaining unit work by supervisors specifically, and does not apply to non-supervisory EAS employees.
