The issue in this grievance is whether management properly denied the union's request for information under the provisions of the National Agreement. After further review of this matter, we agreed that there was not a national interpretive issue fairly presented in this case. We agreed that a union steward may request and shall obtain access through the appropriate supervisor to review the documents, files, and other records necessary for processing a grievance or determining if a grievance exists. However, in this case, it is apparent no discipline was issued. Based on this information, the request for the subject memorandum by the union was not in accordance with the provisions of the National Agreement. Accordingly, we agreed to remand this case to Step 3 for application of the above understanding.
