This Step 4 Settlement Agreement addresses whether management improperly denied the grievants' request for blood donor leave. It was mutually agreed that no national interpretive issue was fairly represented in these cases, and that the cases were to be remanded to the parties at Step 3 for the application of the language "blood donor leave will not be unreasonably denied, consistent with the guidelines of ELM 519".
