President Burrus pointed out that: basic pay includes higher level pay and cost of living adjustments (COLA); that OPM has the authority to waive health plan eligibility requirements for employees taking VER; and, that the USPS must permit an employee to withdraw his or her retirement application before the effective date of retirement.
