Several questions had been raised regarding the national policy for providing maintenance coverage during the time period that mechanical and automated mail processing equipment, such as the MPLSM and OCR/CS, were processing mail. Specifically, the issue being addressed was whether or not a "qualified" maintenance employee must be present in a facility when the equipment was operational. Because of the many factors involved in any given facility, no policy statement could have across-the-board application or relevance in every situation.
