The issue in this National Level Arbitration was that management had failed to work the required number of custodial cleaning hours in PP12 WK1 98, as per PS Form 4852. The Union contended that management was in violation of Article 19 of the National Agreement, to include handbook MS-47, Section 116. The union maintained that once a custodial staffing has been determined, that staffing and cleaning level must be maintained.
Award Summary: Arbitrator Das ruled that the Postal Service's obligation in a properly staffed facility was to abide by the criteria, or standards established in the MS-47 for both unit performance, as well as frequencies. As requested by the Union, the grievance was remanded to Step 3 to be resolved consistent with the Findings in this decision.
