During the negotiation of the 1998-2000 CBA the parties reached agreement on an annual leave exchange option (ALEO). Arbitrator Byars found that the USPS decision to exclude part-time flexibles (PTF's) from the benefit of that option which applied to all career employees violated the National Agreement.
