This Step 4 Settlement Agreement addresses offices with 100 or more bargaining unit employees, where supervisors are prohibited from performing bargaining unit work except as enumerated in Article 1, Section 6.A., National Agreement. The Letter Sorting machine Handbook M-54 provides that ledge-loaders and/or sweeper tyers may be assigned to remove mail from the zero and 400 bins. The same handbook, plus MPLSM Operating Guidelines, M-15 provides that supervisors should frequently review and analyze the mail from the zero and 400 bins. We agreed that supervisors should not routinely move mail from these two bins into trays, yet there is no prohibition for the supervisor to actually remove the mail from the zero and 400 bins for the required review and/or analysis.
