The issue presented in this case is whether the grievant's rights as a steward were violated by involuntarily transferring him to a light duty assignment on Tour 1. As brought out during our discussion of this case, contrary to the spirit and intent of the provisions in Article XV of the 1978 National Agreement, there was an apparent lack of disclosure of information in the processing of this grievance. Specifically indicated as not being furnished to the union is Maintenance Department Directive Number 63 dated June 5, 1978. Accordingly, as mutually agreed, this case is hereby remanded to Step 3 for further development of the facts and discussion between the parties.
