The question raised in this grievance is whether management at the Largo Post Office violated the National Agreement by not providing a union steward within a two-hour period. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at Step 4 relative to the meaning and intent of Article 17.3 which provides, "When it is necessary for a steward to leave his/her work area to investigate and adjust grievances or to investigate a specific problem to determine whether to file a grievance, the steward shall request permission from the immediate supervisor and such request shall not be unreasonably denied." We agreed that whether it is reasonable to release a steward at a given time must be determined locally. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
