This letter supersedes our letter of December 27, 1984.

On January 4, 1985, we met to discuss the above-captioned grievance at the fourth step of our contractual grievance procedure. The issue in this grievance is whether management properly denied the union's request for information concerning an investigation into allegations of improper behavior by a supervisor. After further review of this matter, we agreed that there is no national interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. Whether the information requested by the steward is relevant to the processing of a grievance is a noninterpretive question. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
