The issue in this grievance is whether copies of PS Form 2609 must be provided to the union upon request. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Consistent with past Step 4 decisions, we mutually agree that information relied on by the parties to support their positions in a grievance should be exchanged between the parties representatives at the lowest possible level. PS Form 2609 will be made available at Step 3 or any time thereafter. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
