The issue in this grievance is whether annotating PS Form 7020, Reason for Absence, when the steward requests to be released for stewards duty time violates Articles 17 and 19 of the National Agreement. During our discussion, we mutually agreed that this grievance does not fairly present a national interpretive dispute. Accordingly, we agreed to remand this case to the parties at step 3 for further processing, including arbitration if necessary.
