The issue in this grievance is whether the APWU is entitled to copies of employee involvement meeting minutes under Article 17. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that this was a local issue suitable for regional determination by application of Arbitrator Mittenthal Award in Case No. H4T-2A- C 36687, dated November 16, 1990. A copy of the award is attached. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
