The issue in this grievance is whether management violated the National Agreement by providing refresher training on safety practices to an employee who had an accident caused by equipment failure and documenting that training. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Management has the right and responsibility to provide safety training to all employees and to maintain records of that training. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
