Step 4 Settlement Agreement: Article 1.6; Supervisors performing bargaining unit work (1989)

This Step 4 Settlement Agreement addresses whether the National Agreement is violated by Supervisors completing passport application transmittal forms.  The parties agreed that Section 422 of the Administrative Support Manual is applicable to the facts in this case.  Accordingly, the parties agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
