The issue in these grievances involves whether the handling and transferring of accountable paper and the consolidation of financial reports by supervisors or postmasters violates the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. The Snow Award AC-N-6922 clearly provides that supervisors may perform these functions "if it is more practical for them to do so or if there are good faith reasons of operational efficiency behind the performance of such duties." Accordingly, we agreed to remand these cases to the parties at Step 3 for further processing, including arbitration if necessary.
