The issue in these grievances is whether the publishing or posting of a "sick leave honor roll" violates the privacy rights of the affected employees. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. We further agreed that the posting or publishing of a "sick leave honor roll" is permissible provided the posting does not provide information other than that cited in the ELM, Section 313.51, which states: "To the public. The name, job, title, grade, salary, duty status and dates of postal employment of any current or former individual postal employee is available to the public and may be disclosed to any person. No accounting of such disclosures is required." We also agreed that in these specific offices only, if an employee should request to have their name removed from the honor roll it will be done. We further mutually agreed that the aforementioned is applicable only to these specific offices, is non-citable, non-precedential and will not be cited in any further grievance, arbitration, forum, or used for any other purpose whatsoever. Accordingly, we agreed to remand these cases to the parties at Step 3 for application of the aforementioned and further processing.
