The issue in this grievance is whether the posting of a sick leave honor roll violates the privacy rights of the affected employees. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that the posting of a sick leave honor roll is permissible provided the posting does not provide information other than that cited in the ELM, section 313.51, which states: "To the Public. The name, job title, grade, salary, duty status and dates of postal employment of any current or former individual postal employee is available to the public and maybe disclosed to any person. No accounting of such disclosures is required. [sic]
We also agreed that in this specific office only, if an employee should request to have their name removed from the honor roll it will be done. We further mutually agreed that the aforementioned is applicable only to this specific office, is non-citable, non-precedential and will not be cited in any future grievance, arbitration, forum, or used for any other purpose whatsoever. Accordingly, we agreed to remand this case to the parties at Step 3 for application of the aforementioned and further processing.
