This Step 4 Settlement Agreement addresses whether local management may document the keying speed of MPFSM employees and place them on consoles in order of their keying speed. As the parties understood the circumstances, some flat sorter machines have a faster run speed than others, and some operators obviously key faster than others. Local management stipulated that the intention was to promote efficiency by placing faster keyers on the faster machines and slower keyers on slower machines. The practice was not to justify discipline, and as a result, the parties mutually agreed that this practice did not constitute the formulation of work standards in violation of Article 34.
