This Step 4 Settlement Agreement addresses whether unassigned regular MPLSM operators should be allowed to express a preference on all residual vacancies for machine and manual distribution. During the discussion, it was mutually agreed to settle this issue on a prospective basis only. The parties agreed that if employees were converted to a PS-6, the employees could be offered residual vacancies for machine sorting assignments as provided in Article 37, Section 3.B.5.e, of the 1987 National Agreement. They further agreed that if employees were converted to a PS-5, either machine or manual distribution residual vacancies may be considered.
