The issue in this grievance is whether Article 37.3.F.5 gives an employee a chance to demonstrate a required skill after the closing of an award; whether the requirement to qualify on the adding machine is valid; and whether a management must provide a typewriter for the typing test. After reviewing this matter, the parties agreed that the senior bidder would be given an opportunity to demonstrate the required skills. They also agreed to remand the case for application of EL 303 to the question of whether the employee must qualify on an adding machine and application of EL-311, Section 453.121 to the question of whether management must provide a typewriter for the typing test.
