The issue in this grievance is whether a local mail handler posting properly included the phrase "OCR/BCR-All Duties."  After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 7 and 19 of the National Agreement.  This is a local dispute over the application of ROI 399 (Mail Processing Work Assignment Guidelines).  It is our mutual understanding that the assignment of duties to be performed by the incumbents of these duty assignments are to be consistent with ROI 399.  In accordance with ROI 399, OCR/BCS machine distribution of all classes of letters is primarily clerk craft work.  Transporting equipment, obtaining unprocessed mail, containerization and other allied labor may be assigned to mail handler craft employees dependent upon local conditions.  Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
