The issue in this grievance is whether the Postal Service exceeded the 90/10 ratio for PTF employees on February 15, 1986, at the Kansas City Post Office.  During our discussion, it was agreed that Article 7.3 of the 1984 National Agreement does not require management to maintain the 90/10 ratio on a "daily basis."  Consequently, the parties have agreed to close the above-referenced case.
