The issue in this grievance is whether a VOMA, who is a carrier, may perform clerk craft work. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing and consideration of the standard position description for a Vehicle Operations Maintenance Assistant, including arbitration if necessary.
