The issue in this grievance is whether management violated the National Agreement by assigning a mail handler to dump mail in operations 117 and 185. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that this is a local issue suitable for regional determination based upon the application of the provisions of Regional Instruction 399 to the specific fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
