The issue in this grievance is whether management violated the National Agreement when temporary employees were hired to perform data input in the AIS office.  After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case.  During our discussion, we mutually agreed that this case will be remanded to the local level for application of the settlement in Case No. H7C-NA-C 35 which states, in part:  During our discussion, we mutually agreed that the use of temporary employees (ie., Kelly Girls) in the circumstances described in this case shall be considered as casuals pursuant to Article 7.2.B of the National Agreement.  Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
