The issue in this grievance is whether local management violated the National Agreement when the grievant's postmaster refused to forward the grievant's personnel folder to another office for evaluation in conjunction with the grievant's request for transfer. During our discussion, we mutually agreed that no national interpretive issue is presented in this case.
