The issue in this grievance is whether management violated the National Agreement by changing letter carrier breaks at the Reno, Nevada post office from two 15 minute breaks to two 10 minute breaks.  After reviewing this matter, we mutually agreed that no National interpretive issue is fairly presented in this case.  We agreed that management's position at the National Level is consistent with the interpretation offered by the Union in this case.  We further agreed that in those installations where longer break periods were provided by past local negotiation, the longer break periods will be used.  Accordingly, we agreed to remand this case to the parties at Step 3 for further processing consistent with the above.  Please sign and return the enclosed copy of this letter as your acknowledgment of agreement to remand this case.
