This USPS Step 4 Denial outlines Management's position on whether or not management violates Article 1.6 of the National Agreement when the supervisor in this office handled nixie and return mail.  The supervisor contended that she was training clerks in the procedure for handling such mail, and the local postmaster had stated that he does not want his supervisors performing bargaining unit work.  That was sufficient for the Postal Service as their position was that supervisors may engage in training.  Whether the circumstances were such as described by the Union or the supervisor was non-interpretive.
