The issue in this grievance is whether management is required to utilize associate office part-time flexible clerks prior to utilizing casuals at the Peoria facility in accordance with Article, 7 of the National Agreement.  It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in  this case.  However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved.  It is management's position that there exists no contractual requirement to assign associate office part-time flexible clerks to work at another facility, in this instance the Peoria Post Office, prior to utilizing casuals.  Further, it is our position that associate office part-time flexible employees have no contractual work hour guarantee beyond the associate office in which they are employed.  The question was appropriately addressed on February 2, 1984, in an arbitration decision by Arbitrator Richard I.
