This USPS Step 4 Denial outlines Management's position on whether the use of National Directory Support System (NDSS) software to update automation sort programs, is exclusively bargaining unit work. It was the Postal Service decision that on the particular fact circumstances involved, no violation of Article 1.6 is found. It was further their position that utilization of the NDSS software is clearly within the job description of the Directory Analysis Specialist (DAS), an EAS-15 management position.  Use of computer software programs is not within the definition of "bargaining unit work" which primarily means "the basic functions of handling, sorting, casing, moving, and distributing the mail"  Additionally, under Article 3 management has retained the right to perform such functions to promote efficient service and operations.
