As a result of this review, we do not believe that the Postal Service breached the National Agreement by virtue of the conduct complained of; therefore, the grievance is denied.
However, the Postal Service believes that as a matter of administration, besides the one paid designated APWU Representative, the APWU may have present a designee representing a different craft within the APWU at the Labor Management Committee meeting if there is an item on the agenda pertaining to that craft. That individual will be compensated on a no gain, no loss basis for time necessary to dispose of that specific item.
