The question in this grievance is whether management violated Article 19 of the National Agreement by charging incorrect fees for time spent gathering information requested by the union. The union contends that a charge should not be made when no more than one quarter hour search time is used. ASM, Section 352.621 is cited as the pertinent regulation. It is the position of the Postal Service that, as provided in ASM, Section 352.621, no charge for search time is made if no more than one quarter hour of clerical search time is required. It is also our position that as provided in ASM, Section 352.622, when a search must be performed by professional or managerial personnel there is a fee for each quarter hour. Based on the foregoing, Step 3 management officials are to ensure that correct fees were accessed and, if not, to make proper adjustments.
