The issue in this grievance is whether management properly denied the union's request to review testing materials. The facts in this case indicate that an employee failed the mechanics bench test. The union believes the test was improperly conducted and requested a copy of the testing material. Management denied the union's request. The union contends that management is required to release the requested information in accordance with the provisions of the National Agreement. It is the position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. Inasmuch as the union declined mutual agreement in this regard, the following represents the decision of the Postal Service.
