The union contended that changing the work hours of the duty assignment constituted a change in the grievants tour of duty and violated Article 17, Section 3, of the National Agreement. It was ultimately the decision of the Postal Service that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case, and the grievance was denied.
