The issue in these grievances is whether local management properly withheld the filling of several local vacancies in the clerk craft pending OCR/BCS equipment implementation.  The facts in these cases indicate that by letter dated November 3, 1983, the union's Western Regional Coordinator Raydell Moore was notified of management's intent to withhold vacancies within the local office.  This notice cited Article 12, Section 5.B.2 of the National Agreement, and the intent was to minimize any dislocation and inconvenience to employees.  On December 19, 1983, the local office began withholding vacancies in the clerk craft.  It is the position of the Postal Service that the disputed actions were proper and consistent with Article 12, Sections 5.B.1 and 2 of the National Agreement.  Based upon the above, these grievances are hereby denied.
