The question raised in this grievance is whether local management's policy on mileage payments conflicts with Handbook M-9 provisions. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. In our view, the question of entitlement to mileage payments for travel from one's residence to his/her duty station is clearly answered in Chapter 6 of the M-9 Handbook. We find no conflict between M-9 and the local policy. Accordingly, the grievance is denied.
