This USPS Step 4 Denial outlines Management's position on whether management properly delayed assignment of the grievant as the next senior qualified bidder on a Distribution and Window Clerk assignment. The grievant contended that since the initial deferment pending scheme qualification ended on October 1, 1982, and the senior bidder failed to qualify, he should have been reassigned to the position on that date. The Postal Service determined that according to the file, the grievant was scheme qualified on the date the deferment period for scheme qualifications ended, but had not completed the required combinations of training, testing and practical demonstration of ability to perform in the actual position required by Article 37, Section 3.F.5., 1981 National Agreement. Therefore, it was their position that the permanent assignment was properly deferred pending completion of the training, and denied the grievance.
