This USPS Step 4 Decision outlines Management's position on whether documents involving the evaluation of employees concerning their standing on the promotion eligibility register should properly be placed in the promotion eligibility files. It was the opinion of the Postal Service that such documentation was not an appropriate matter to be filed in the employees official personnel folder unless specifically requested by the employee. To this extent, the grievance was sustained. However, they determined that the record was devoid of any convincing evidence to establish that the placement of the documents in question in the grievant's official personnel folder constituted discrimination under Article 2 of the National Agreement. Consequently, that portion of the grievance was denied.
