The question in this grievance is whether or not management violated Article VIII of the National Agreement by not paying out-of-schedule premium to the grievant when he was required to attend a training session to qualify as a Safety Specialist, EAS-14. The file reveals that the course was a recognized and organized training session and the employee was notified in advance. It is the position of the USPS that out-of-schedule pay is not required in such cases. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
