Grievance Moratorium to be in Effect Due to 2026 National Convention
The APWU and the Postal Service have agreed to a moratorium on grievances, disciplinary actions and arbitration hearings at the National, Regional, State, and Local levels from Aug. 11 through Aug. 21, due to the 2026 APWU Biennial Convention, Industrial Relations Director Charlie Cash has announced.
According to the agreement, all grievances, disciplinary actions, and arbitration hearings at the National, Regional, State, and Local levels that would normally occur during that time beyond those specified in the National Agreement August 31, 2026. In addition, suspensions that would otherwise be served because no grievance had been filed within 14 days or because no appeal had been filed to the next step of the grievance-arbitration procedure will be deferred for the moratorium period.
The agreement specifically says that all “actions” are will be considered timely if completed no later than August 31, 2026. Examples of “actions” would include filing of grievances, appealing grievances to a succeeding step, meeting on grievances, scheduling of grievance meetings, management answering grievances, and completing additions and corrections.
Furthermore, no arbitrations will be scheduled between Aug. 11, through Aug. 21. The moratorium covers all collective bargaining agreements that the APWU has with the Postal Service including the Main Agreement, the National Postal Professional Nurses (NPPN), Information Technology/Accounting Services (IT/AS), and the HRSSC Human Resources Shared Service Center (HRSSC).
