This dispute arose in 2000 when the USPS amended Parts 432 and 434 of the ELM, eliminating the payment of Sunday Premium for hours not actually worked, including employees on continuation of pay (COP) status, or on court leave or military leave. The USPS agreed to rescind the ELM changes and restore Sunday Premium eligibility for these employees.
