This Step 4 Settlement Agreement addresses whether Forms 3579 are properly forwarded to associate offices for completion. The parties were in agreement that whether the procedure for completion of the Forms 3579 is proper, was a local issue suitable for regional determination based upon the particular circumstances. The parties at this level also agreed that the April 10, 1974, Step 4 letter precludes sending Forms 3579 to third class offices to be processed by non-bargaining unit employees.
