During a pre arbitration discussion, it was mutually agreed to settle the grievance and withdraw the case from the national pending arbitration listing.  The settlement was based on an understanding between the parties that the general delivery and picking up of Express Mail is bargaining-unit work.  It is also understood that management has not designated this work to any specific craft.  In accordance with the above understanding, management is prohibited from performing bargaining-unit work except as enumerated in Article 1, Section 6.  This settlement is not intended to prohibit management from assigning available personnel as necessary, including non bargaining unit persons, to meet its commitment where Express Mail is concerned in connection with noon and 3pm deliveries as well as office closings.
