The issue in these grievances involves the spreading of mail to letter carrier cases. In initiating Grievance No. H7C-NA-C 32 on November 18, 1988, the APWU advised the Postal Service that an interpretive dispute existed between the parties concerning spreading the mail. The APWU subsequently advised the Postal Service, in a February 6, 1990 letter, that further review has resulted in a determination the issue is non-interpretive and should be referred to the regional level for disposition. The Postal Service maintains that an interpretive dispute does exist. Furthermore, in accordance with Regional Instruction 399 , the basic function of transporting mail belongs to the mailhandler craft and should be assigned to Mail Handlers when available. Further, in the absence of Mail Handlers, no other union has a proprietary right to this work. Based on these considerations, these grievances are denied.
